Stepwise Elevate recently partnered with the Netherlands Institute for Multiparty Democracy (NIMD) to deliver a fully integrated parliamentary conference system for the Somaliland House of Representatives.
This project strengthened parliamentary functionality through structured debate, integrated decision-making, and improved institutional efficiency.
The Challenge
In Somaliland, the parliamentary system was entirely analogue — microphones operated on an all-on or all-off basis.
This led to:

• No control over who had the floor
